This upgrades the death date from a WikiTree-sourced inference (proposal #833, quality 2) to a directly registered civil record.

Richard Jr himself is recreated fresh here (a duplicate of the 'c2' child in pending proposal #806) and will need a person.merge once #806 is approved.
